Norwich Township Meeting Minutes for June 04, 2019

This is where the conversation started to remove the "No Parking Signs":

  • First - On Page 3 below, Jamie Fisher (Township Administrator) states "She invited guests to speak on behalf of the Ridgewood Elementary School student drop off on Darbyshire Dr.

    • How come NO ONE was invited to speak "against" the Ridgewood Elementary School student drop off since it affected the Homeowners who live next to the school bridgeway?

    • Not one Homeowner who lives next to the school bridgeway or across the street from the school bridgeway were told about these meetings let alone invited to these meetings.

    • There is a list of residents at the bottom of this page who should have been told about and invited to these meetings. All of these residents live in close proximity of the school bridgeway AND all of them have lived in Ridgewood Estates longer than the people Jamie Fisher invited to these meetings.

    • Jamie Fisher (Township Administrator) and Jamie Miles (Township Fiscal Officer) both had children that attended Ridgewood Elementary School at the time these meetings took place and they both wanted to make sure the "No Parking Signs" were removed so they could use the School Bridgeway Drop Off.

  • Second - There are several individuals who spoke for the Student Drop Off which will be discussed below.

So, let's discuss the people who spoke for the Student Drop Off on June 04, 2019:

  • Mr. Bret Benack,

    • It was stated above by Mr. Benack, that "having access to the bridge adds value to the properties and it was a selling point when he bought his home".

    • Well, that is not true.

    • Having access to the bridge DOES NOT add value to the properties within Ridgewood and the closer you live to the bridge the more your property values will decrease since the "No Parking Signs' have been removed.

    • The home at 3255 Darbyshire Dr was the FIRST home to sell located next to the school bridge since the "No Parking Signs" were removed and it lost approximately $18,000 from its appraised value.

    • It was also stated above "Mr. Beneck agrees that he doesn't think people are all of a sudden going to be dropping kids off just because it is a drop off zone".

    • The traffic along Cameron Rd and Darbyshire Dr has increased 10 fold between the hours of 8 to 9 am and 3 to 4 pm with parents Blocking Driveways, Parking in yards, Blocking Mailboxes, Blocking School Buses, Blocking Emergency Vehicles and Blocking the Intersections.

  • Mrs. Cindy Conway, now here is a good one.

    • It was stated above by Mrs. Conway, "she has lived in Ridgewood for twelve years" and "she remembers when the "No Parking Signs" were put up".

    • Mrs. Conway may have lived in Ridgewood for twelve years but she wasn't even close to Ridgewood when the "No Parking Signs" were put up.

    • Mrs. Conway and her husband purchased their current home in 2017 - see Auditor's Report below for 3478 Wenwood Dr.

    • Mrs. Conway and her husband purchased their previous home in 2007 - see Auditor's Report below for 3643 Braidwood Dr.

    • So, Mrs. Conway did not live in Ridgewood prior to 2007 so there is no way that she remembers when the "No Parking Signs" where installed back in December 1991!

    • Actually, when the "No Parking Signs" where installed back in December 1991 Mrs. Conway was living in Kentucky. Per the Education section from her LinkedIn profile, she was going to attend Eastern Kentucky University.

  • Mr. Kevin Colwell,

    • It was stated above by Mr. Colwell, "that he grew up in Ridgewood and went to Ridgewood Elementary and using the Darbyshire drop off has happened since the 70's and he is not sure what has changed" and "allowing drop offs to continue at the bridge is not going to increase traffic along that portion of the road".

    • Really....

    • Mr. Colwell and his wife purchased their home in 2017 - see Auditor's Report below.

    • The drop off has not happened since the 70's, because it stopped in 1991 when the "No Parking Signs" where installed.

    • Mr. Colwell stated, "allowing drop offs to continue at the bridge is not going to increase traffic along that portion of the road".

    • The traffic along Cameron Rd and Darbyshire Dr has increased 10 fold between the hours of 8 to 9 am and 3 to 4 pm with parents Blocking our Driveways, Parking in our yards, Blocking our Mailboxes, Blocking School Buses, Blocking Emergency Vehicles and Blocking the Intersections.

  • Mrs. Jamie Miles, this is the best one yet.

    • Mrs. Jamie Miles at the time these Meetings took place, worked in the Norwich Township Office as the Fiscal Officer.

    • Isn't that a conflict of interest along with the fact she had children who attended Ridgewood Elementary at that time.

    • "Mr. Earlman asked what happens at night when the kids are picked up? Mrs. Miles stated that it is not the same issue because many of the families pick up at the school."

    • That's not true. As soon as the "No Parking Signs" came down everyone starting picking up their kids on Darbyshire Dr and Cameron Rd.

    • The traffic along Cameron Rd and Darbyshire Rd has increased 10 fold between the hours of 8 to 9 am and 3 to 4 pm with parents Blocking Driveways, Parking in yards, Blocking Mailboxes, Blocking School Buses, Blocking Emergency Vehicles and Blocking the Intersections.

  • Mr. Kevin Miles, same as above.

    • Kevin Miles is married to Jamie Miles.

    • Conflict of interest.

The conversation continued about adding the Student Drop Off and removing the "No Parking Signs":

  • First - The Township decided they were going to put a 20 foot asphalt pad in the "Front Yard" of 3255 Darbyshire Dr.

    • Notice how Jamie Fisher (Township Administrator) said she would "notify the resident on Darbyshire Drive of the plan".

    • She had to notify the resident at 3255 Darbyshire Drive because the residents were never invited to attend these meetings in the first place.

    • The residents at 3255 Darbyshire Drive came home to a letter in their mail box and wooden stakes in their Front Yard outlining where the 20 foot asphalt pad would be located.

The conversation continued about adding the Student Drop Off and removing the "No Parking Signs":

  • First - The residents at 3255 Darbyshire Drive were against the proposal of adding a 20 foot asphalt pad in their Front Yard. They also threatened to get an attorney if the Township continued moving forward with installing a 20 foot asphalt pad in their front yard.

    • If the residents at 3255 Darbyshire Drive had been invited to these meetings from the start the Township would have known their feelings about putting a 20 Ft Pad in their Front Yard.

  • Second - The Norwich Township Trustees decided at this point to remove only the "No Parking Signs" on the South Side of Darbyshire and put up the "Child Drop Off Signs".

    • The remaining "No Parking Signs" were to remain on the North Side of Darbyshire Dr and both sides of Cameron Rd.

Norwich Township Meeting Minutes for October 22, 2019

The conversation continued about adding the Student Drop Off and removing the "No Parking Signs":

  • Jamie Fisher (Township Administrator) "reported that the no parking resolution is at a bit of a stand still".

  • "The Franklin County Municipal Court does not have a systemic process in place to address ticket enforcement/fees issued by Hilliard Police Department (HPD) for the unincorporated area".

  • Which explains why for so many years Norwich Township had the Franklin County Sheriff's office patrol this area.

  • The bigger question is, why was the contract awarded to the Hilliard Police Department if they could not fulfill the contractual needs of the Township?

Norwich Township Meeting Minutes for December 17, 2019

The conversation continued about adding the Student Drop Off and removing the "No Parking Signs":

  • Under Township Administration.

  • Miss Julie Donnan, legal counsel with Bronson, Johnson & Griggs attended this meeting to provide an update on regulating parking on the township roadways.

    • "According to Ms. Donnan, the township has the authority to enact parking restrictions on township roadways".

    • "If the Board chooses to keep the No Parking Signs in place, then Ms. Donnan recommends moving forward with adopting formal restrictions".

  • "Chief Fisher (Hilliard Police Department) believes the work involved seems to outweigh the parking problems within the Township".

    • I wonder how Chief Fisher would have responded if someone parked blocking his driveway for 14 Minutes while they walked over to the school to pick up their kids.

    • Or, if someone parked in his yard for 30+ Minutes while they walked over to the school to pick up their kids.

Norwich Township Meeting Minutes for January 07, 2020

The conversation continued about adding the Student Drop Off and removing the "No Parking Signs":

  • Under Township Administration.

  • Jamie Fisher reported that there have been no updates received from the Franklin County Municipal Court and Rules Committee on parking on Township roadways.

  • "Mrs. Fisher recommends removing all of the No Parking signage within the unincorporated areas of the Township".

  • The board voted to remove the No Parking signs.

The following Residents should have been told about these meetings and invited to the meetings.

  • These residents would have had valuable input to the meetings and been able to dispute Cindy Conway's statement to the Trustees that she remembers when the "No Parking Signs" were put up after 2007.

  • Except Jamie Fisher and Jamie Miles did not want anyone at the meetings who would oppose taking down the "No Parking Signs."

  • Harold and Martha Beidel,

    • They were the 4th family to move into Ridgewood Estates.

    • Harold and Martha purchased their home in 1958 - see Auditor's Report below.

  • James and Darlene Murdock,
